To measure you will want to use either a fabric (soft) measuring
tape, or a piece of string or yarn.  

To measure the waist, wrap the string or tape around babys
waist line near the belly button area.  

To measure the rise, start at the belly button and loop down
through the crotch and back up the back side  parallel to the
belly button area.
